I have heard you can pack it down with a roller or vibrating machine, then water it and it locks it down almost like concrete. Pea gravel or sifted gravel would move too much. I would make it nice and level and compact it. Should be a nice floor actually. Maybe, and I say maybe even better than concrete which sweats with temperature changes.
